The Central Intelligence Agency (CIA), known informally as the Agency, metonymously as Langley, and within R-USA High Command as Nehemiah's Serpent, is the primary civilian intelligence service of Romeo's USA which is tasked with processing, gathering, and analyzing information from across Mock-Government, primarily through the use of Double-Agents, Whistleblowers, Defectors, and covert breaching of foreign intelligence agencies through its Directorate of Operations.

The CIA reports immediately to the Director of National Intelligence (DoNI), who reports to the Executive Office of the President of the United States of America.

A Supreme court ruling in February of 2024, Niko v. United States, ruled that the C.I.A. had the authority to arrest American Citizens on American soil if they pose an "immediate threat" to the security of the United States. This ruling has been heavily contested and has led to compromises between the CIA and numerous other agencies which would allow them to heavily limit the arrests they make on American soil.

Purpose

The CIA was created to provide extensive counter-intelligence information to the U.S. Federal Government during the rise of R-USA, in order for the server Administration to best learn how to grow the server and prevent it from any incoming attacks.

On the 29th of January, 2024, the C.I.A. became an Independent agency under the Executive Office of the President of the United States of America and began collecting information for itself to be relayed to the Federal Government.

The CIA became known as Nehemiah's Serpent amongst U.S. High Command sometime between May - July 2024. The name Nehemiah is in reference to the Biblical Figure who rebuilt the Old City of Jerusalem, with the word "Serpent" representing the stealth of the Agency and its ability to go undetected in nearly every operation it has participated in.

Since it's establishment on the 29th of December, 2023, the CIA has recorded over 120 Operations, and has only had its agents compromised one time by the Republic of Poland's Counterintelligence and Anticorruption Bureau.

Training

C.I.A. Agents, who are referred to as "Officers" by the Agency, undergo a series of training missions upon their employment, which has been described by numerous Mock-Government veterans to be the most extensive Training program of any mock-government intelligence agency in history.

CIA Recruits are trained at the Liam A. Elrod Center for National Intelligence. It is the headquarters of the CIA, and it is named after Liam A. Elrod, the first Vice-President of the United States.

Intelligence Failures

Since its establishment, the C.I.A. has had only two Intelligence Failures to date, which statistically places them as one of the most effective intelligence agencies within Mock-Government. The Authority's Reichsbüro of Investigation shares the same title with the C.I.A.

First Failure

On the 2nd of January, 2024, the CIA had a massive Intelligence Failure when the information they relayed to the U.S. Military during the Battle of Deir-ez-Zur was completely inaccurate and led to U.S. Troops being ambushed, and the U.S. losing the battle.

In wake of the incident, the then-Director of National Intelligence was relieved of his duties, and CIA policy underwent heavy reforms.

Second Failure

In middle-to-late May of 2024, a massive CIA network within Billionare's Poland was detected by the Polish Counterintelligence and Anticorruption Bureau which led to the identities of all CIA Officers within the server being immediately compromised, leading to them being arrested and banned from the server.

The detection led to the destruction of atleast 4 months of work within Poland. CIA Policy was updated within 128 hours after the incident.
