The Union of Soviet Socialist Republics (USSR), commonly referred to as Leon's USSR, the Leonite USSR or just the USSR, is a Discord-based mock government themed around its real-life counterpart. Established from the reformation of the "Supreme Masterminds" server, it transitioned from a general chat hub to a communist-themed server. The community has a complex history marked by internal reforms, wars with opposing coalitions, and periods of significant growth and reorganization. With over 7,000 members as of mid-2024, it is the largest mock government in size and has had the most influence within the community.
The server was previously led by Generalissimus Leon, along with several prominent figures, including Shadow Hokage and Felix Dzerzhinsky. Initially deleted by Discord in mid-2019, it reformed and adopted aggressive tendencies, becoming a pioneer in the socialist segment of mock governments. It engaged in several wars, notably against the European Union, The Authority, and the 4th Brigade. In 2022, it began taking a more isolationist stance, distancing itself and evolving into more of an Islam-debate community.
Following allegations in early 2024, Leon decided to leave Discord and retire from the mock government community. Since his departure, the server has been under the leadership of Felix. Despite this, the server's reputation has been tarnished due to attempts at censorship by the government in response to the allegations.
History
Supreme Masterminds
Early Beginnings
On November 16, 2018, an individual known as Supreme Zee established a server called "Supreme Masterminds." This server served as a hub for discussing musical preferences, assisting with homework, and general chatting. Several members were Zee's classmates from an online Canadian university named the Virtual Learning Center. The server began small but grew to around 30-40 members within a month.
In early December, Leon, known back then as Ice crem, began talking to others asking if they were communist. Several people started requesting a communist role, and expressed interest in becoming staff members. Zee initially regarded this as a joke and did not intervene. However, by late January, the demands for such roles became more persistent, causing Zee to issue chat purges to manage the increasing chaos and spam.

On January 2nd, Zee, frustrated by the growing toxicity, transferred ownership to Appy. The exact reasons for this transfer remain unclear. After taking over, Appy repurposed the server. A user named RedSword requested a communist role and was granted it. Eventually, Appy transformed the server into a communist-themed space, ending the Supreme Masterminds era.
Formation of the USSR and Early Foundations
Formation of the USSR
On January 8th, the Soviet Socialist Republic of Supreme (SSRS) was proclaimed with Appy as its leader. Reforms began, which discontented several members, including SlurpyMcSlurpFace, who renamed himself Winston Churchill and requested a British Resistor role. The next day, the SSRS merged into the newly formed Union of Soviet Socialist Republics (USSR), and the communist role was replaced by the Red Army.
Generalissimus Leon Gazi implemented a ranking system within the Red Army, consisting of three ranks: Lieutenant, General, and Marshal. The Red Army formed the first government of the USSR, which was very military-based due to the lack of members. Every citizen in the Union was considered part of the Red Army. Although the Red Army was enthusiastic, it was initially disorganized and outdated, with around 15-20 members. The merging of government and military had both advantages and disadvantages compared to more developed servers.
Freedom Fighters Rebellion
The formation of the USSR led to many members participating to the joke at the time. Under Winston Churchill (SlurpyMcSlurpFace), the Freedom Fighters (FF) coalition was formed to counter the growing communist influence and establish a capitalist regime in the SSRS. It was a way to generate activity within the server itself, which wasn't seen as an issue at the time.
On February 17th, 2019, Shadow Hokage would issue a purge of numerous individuals who supported the movement. On February 28, 2019, Winston Churchill was banned from the server. The coalition dissolved on March 5, 2019.
First Server Era
The 2 Month Plan
As the server stagnated up to 40 members, Generalissimus had the idea to make a doctrine known as the "2 Month plan". Not many people followed this plan, and Leon was left alone with the plan. This issued him to carry out the plan, as well as several reforms.
The first part of his reforms were to divide the USSR into Rural and Urban localities, which would give different sectors different duties. Newcomers could choose between the Rural sector, and the Urban sector, dependingon the SSR they were part of. During this period, the Warsaw Pact would also get founded, an alliance of several servers led by the USSR.
The second part of the plan involved military reforms and an economic overhaul. Leon restructured the military into more ranks, including Sergeant, Sergeant Major, Lieutenant, Major, Major General, and Marshal. Mobilized Divisions were separated from reserves, and only capable members of the Red Army were allowed in regular operations. The economic reforms included the complete eradication of the credit system used during the Supreme Masterminds Era and the establishment of a new economy and currency known as the Soviet Ruble.
The third part of the plan was the formation of the first centralized committee and constitution throughout the Union. The first Soviet constitution, known as the "2019 USSR Constitution," was signed by the Generalissimus of the USSR and twelve Soviet Republic leaders, as well as fourteen Warsaw Pact nations. Leon devised an original government system called the "Two-party Marxist-Leninist Government" system, which involved the separation of power between the Supreme Soviet and the Elected Soviet, among other elements. This new formation created a unique system among the populace.
After the establishment of the doctrine by Leon and the new economic system, Leon started inviting people in DM to the server, raising the member count from 40 to 300 members by May 30th of the same year.
The Voronezh Regime and Server Deletion
On July 14, 2019, after an operation named “Red Star,” Leon took a break from leading the server, leaving Shadow Hokaj in charge. Shadow Hokaj did not have time to administer the server, and on July 17, Wilhelm Pieck became President. Wilhelm’s first decision was to abolish the National Congress and the office of the First Deputy Premier of the USSR, marking the beginning of the Voronezh Regime.
During this period, the government made drastic decisions, including wars against servers like the United States of America, Canada, and Cyprus. The regime's autocratic measures led to mass riots due to the suppression of free speech.
During the war, Wilhelm Pieck ordered a raid on Canada, leading to the server being reported and deleted by Discord on July 31, 2019, ending the Voronezh Regime.
