Under Christian Rougeot's tenure, he promised a new, stable constitution with clearly stated foundations and several important reforms. With the help of several prominent members in France, a new constitution was drafted, and was approved by the people on June 11 with 81.25% of the vote, and came into effect on June 13, when Christian Rougeot and Alexandre de Villiers handed over power.
