Within a dozen days of its founding, it quickly became a rival to the Union of Soviet Socialist Republics. This was manifested by its desire to make its treaty with the Kingdom of Romania null and void, the latter being considered a satellite state by the French government. Thinking that the USSR had declared war on Romania, the European Union went into a state of emergency. Diplomatic relations were tense, and a white peace was made the following day after negotiations.
