For a long period, the Pre-Republic had no real activity of its own and found itself at a disadvantage. With the server in recession, Resprune called on Cap to make another server, this time with a constitution and a more formal and solemn appearance. On January 26, 2020, the government adopted the constitution, and Cap replaced Ilhraiq as Prime Minister.
